TicketBAI

Tax fraud is one of the most important capital leakages at the national level. Its impact is measurable at various levels and its detection is often quite difficult. TicketBAI emerges as a resource for control and prevention in this context. It is a project carried out by the Basque Regional Treasuries in collaboration with the Basque Government. In Bizkaia it is part of the Batuz project.

But how exactly does it work?

Once the implementation has been completed, companies will have to carry out a similar process for each sales transaction. Firstly, they must keep a record of the items sold through the invoicing system (e.g. eInvoicing System). Secondly, they must request the issuance of the corresponding ticket.

Immediately, once the steps described above have been carried out, the invoicing system of each company will automatically formalize the following operations:

It will create a single TicketBAI file in accordance with the specifications and formats defined in the regulations. The content will reveal data related to the invoice in question, as well as those associated with the previous invoice or ticket or information linked to the manufacturer of the software used (e.g. eFactura system).
It will issue an electronic invoice in accordance with the parameters established by law. This is a shielding process that prevents the loss or manipulation of information during the moment of making the declarations.
The next step will be a direct sending to the corresponding tax administration within the established deadlines and in compliance with the regulations defined in each case.
It will create an associated TicketBAI code together with a QR code.

On the other hand, it is important to take into account that invoice cancellation or rectification operations may be carried out without any type of obstacle. In any case, they will also be notified instantly to the competent body.

What response does the TicketBAI system provide to possible incidents during management procedures?

Although the probability of technical failures is quite limited, TicketBAI is prepared to respond to situations in which the operation of the system is hindered or stopped. Below, we share with you how it responds to this type of circumstances and how the administrator or responsible of the company must act to protect its operations and carry out an accurate taxation and within the margins dictated by the law.

Restrictions due to network connection problems

In the event that the company has provided the ticket or invoice to the corresponding client but has not been able to send it to the Tax Authorities due to connectivity problems, the system will detect the problem and will also store locally all the files generated in order to send them to the Tax Authorities automatically when Internet access is restored.

Technical problems with the invoicing software

If the company is unable to issue the ticket or invoice to the client, it will be able to prepare a receipt by hand. You will have to bring the problem to the attention of the tax authorities and when you have regained access or control of the invoicing system, you will have to include the relevant information from the vouchers issued.
